good morning. i'm garvin thomas in for kris sanchez. a 5.3 magnitude earthquake rattles california overnight. we'll have the latest on where it hit and what people across the state are saying about it. it's do or die for the san francisco giants fighting to stay alive in the nlcs championship. we'll take you to at&t park for a live report on tonight's pivotal game. a live look right now at the san mateo bridge. we'll tell you about the major traffic change that is happening this weekend and next that could affect your drive. this is "today in the bay." a live look this morning. a beautiful shot of at&t park. that place will be rocking later today. thanks for joining us.

i'm garvin thomas in for kris sanchez. get done what you need to get done and get it out of the way. game time 4:00 today. >> we'll watch that closely in terms of weather. we'll see winds picking up later this afternoon. heading out toward this morning, take a coat. it's cold. we have low 40s in parts of the north bay. mid 40s in san jose and sunnyvale. notice wind directions southeast at 5. it will be that way throughout the day. winds southeast 15 to 20 miles per hour later today. it will turn breezy and cloudy as we go through the afternoon and eventually we'll see ra rain dropping into the bay area. raiders game around 1:00, you'll see mostly cloudy skies. rain holding off to the north bay heading into tonight. if the clouds coming in, pretty cool day around the bay area. mid to upper 60s. maybe closer to 70 in morgan hill and fairfield and everything changing up tonight into monday. our first major fall storm coming with winter storm watch in the sierra and significant rain and wind for tomorrow

morning's commute. we'll walk you through the time line in just a few minutes. >> timing with monday morning could be messy. >> and san mateo bridge. we'll see how that impacts overnight. >> thank you very much. new this morning, a 5.3 magnitude earthquake waking people up and down the state. it happened at 11:55 last night. it was centered 16 miles east-northeast of king city. that's about 40 miles southeast of salinas. people reported feeling it here in the bay area. one viewer called saying things were shaking and falling off bookshelves in san jose's willow glen neighborhood. people reported feeling the moderate quake in santa cruz and mt. herman in northern santa barbara county. the quake was followed by at least four aftershocks that were greater than magnitude 2.5. there are no reports of damage.

a magnitude 5 quake is capable of causing damage making cracks in walls and foundations. just this past thursday people in california and across the world took part in the great shakeout. it's an annual earthquake drill designed to teach families how to be prepared when the big one hits. experts say there is a 99.9% chance another big quake will hit california within the next 30 years. it is game day at at&t park and the san francisco giants are once again facing elimination. when they hit the field for game six of the nlcs. comcast sports net is live at at&t park with a preview of tonight's game. amy? >> reporter: thanks so much, garvin. like you said, it's do or die tonight. the giants are able to get one in st. louis and continue to torture for the fans as they bring it back west for nlcs game six. now, yesterday the giants holding a voluntary practice but

play again tomorrow at at&t park. if they win that game, it's onto the world series. that would mean game one in san francisco on wednesday. an apparent suicide in a san francisco building forced more than a dozen people from their homes. emergency responders reportedly found hazardous chemicals at the scene the powell and vallejo streets in the south beach neighborhood last night. it was in the unit where someone reportedly committed suicide. the fire department and hazmat team worked to clear the chemicals. the red cross is helping people who are evacuated from the building. the area was also shut down to traffic. happening right now, a live look outside at the san mateo bridge minus any traffic. it's closed this weekend as work continues on a retro fit project. caltrans says they installed new sections. the project is on schedule and the bridge should reopen by 5:00 tomorrow morning. the san mateo bridge will close

again next weekend so crews can finish things up. your best alternate routes are dumbarton bridge or highway 237. antioch police are investigating a shooting that left one man dead in a neighborhood rattled. the shooting happened in broad daylight north of highway 4. officers responded to the call around 12:45 yesterday afternoon. when they arrived, they pronounced a 26 year old antioch man dead at the scene. bullet holes were found in walls, garage door and a car. neighbors say violence is an ongoing problem. >> i'm not going to have to break my lease and get up out of here. it's not worth me to save money. i'm trying to save money to buy a house but this ain't worth it. >> you wake up because of the shots. we don't feel safe in here. >> investigators are sururging anyone with information on a possible suspect to come forward. now to decision 2012. governor jerry brown was in the

bay area pushing for voters to pass prop 30 and reject prop 32. dozens of educators were on hand at the news conference to show their support. proposition 30 would prevent billions of cuts in schools and colleges. prop 32 prevents unions from using their political dues for political purposes. the union dues for political purposes. brown says he values the quality of education he got and wants to make sure that quality continues. >> we need in school not just standardized tests that come out of some washington bureaucracy. but we also need arts programs and science programs. field trips. librari librarians. counselors. >> those who were against prop 30 say it doesn't guarantee any new funding for schools but rather kills jobs and is harmful to small businesses. the yes on prop 32 campaign

welcome back to the program. good sunday morning. thanks for spending part of it with us. look at that beautiful sky that's over san francisco this morning. bit of an orange tinge to it. rob mayeda thinks that's a prediction on how the game is going to end up tonight? >> i think that's a good sign. orange start to the day around the bay area. that's high cloud cover being lit from below by the sun rising in the east and we'll see temperatures today as clouds thicken up running a bit cool. the lack of clouds overnight allowed our temperatures to drop off in low 40s around parts of the north bay. a chilly start. you need a jacket this morning pretty much no matter where you are. mid 40s in san jose down toward gilroy. 53 in san francisco. 56 in oakland. the winds right now not too bad. we're seeing winds generally 5 to 15 miles per hour. later today we'll see winds 15 to 25 miles per hour as a cold front approaches the coast later

on tonight. the story of the day will be increasing clouds thickening up as we go through the afternoon and then tonight into tomorrow morning, that looks to be the main event for the first system and the colder air arriving with it will drop snow levels down in the sierra starting off near 6,000 feet and as low as 5,000 feet by tomorrow night. the raiders game getting started earlier in the afternoon. breezy at times out at the coliseum. mid 60s. for giants coming up later in the afternoon, numbers in the low 60s. southerly winds picking up. we may see some of that making some locally gusty conditions around the ballpark toward 6:00, 7:00. a chance of a few sprinkles if the game runs late but main rain will hold off until after midnight tonight. clouds rolling in. here's the cold pocket of air that will drop down the coast and increase the chances of seeing rain tonight. mainly clouds by day and then here comes the rain out of the north bay into tomorrow morning. and then a brief break around

midday and then notice this. another wave of showers and rain filling in again by monday night. in terms of total rainfall, first 24 hours, maybe approaching close to an inch in the north bay. half inch around san francisco and oakland. quarter inch or less for areas around san jose. look at the sierra. this is very impressive to get this much snow in about 24 hours time this early in the season. relatively low snow levels for this time of year and maybe up to about 20 inches plus above 6,000 feet with this first system coming in into monday and tuesday. winter storm warning for the sierra tonight through tuesday morning. 60s and to near 70 degrees south of san jose today. tri-valley seeing similar numbers. mid 60s san francisco. upper 60s around oakland. a very active weather pattern. the strongest part of the first storm will come in tonight into monday morning. a little more showers for tuesday and then one more system to get by. this will be wednesday into thursday. that will be another round of rain. then once we lose that, we will

get clearing skies and maybe fog approaching next weekend. so this is actually a good pattern to get into. it will help to suppress fire season. the first storms that pack wind tend to bring down branches and things like that. if you have time today, clean the rain gutters and remove the weakened branches around the house. >> that works also for the storm gutters in the street as well. usually the first storm comes through all of the leaves get backed up and you get even if not a lot of rain, you get localized flooding. >> looks like a challenging commute tomorrow as well. >> okay. thank you. an amazing shower of light over the bay area skies is over. >> it's the meteor shower. clear skies last night. it's starting to fade away as we say. >> this weekend was your best chance to see the shower at its highest activity. the meteors are debris left over from haley's comet as it orbits around the sun. as the earth passes through,

streaks race across at 148,000 miles per hour. if you missed it, wait until next year. next october for the next meteor shower to return. the ax is staying at the farm. stanford pounding cal during yesterday's 115th playing of the annual big game. the cardinal got off to a fast start. taylor finds the end zone with this touchdown. finishing the day with 189 yards rushing. cal bears couldn't find the end zone. the cardinals defense stepped up their game. stanford wins 21-3 marking the third straight big game victory. big game yesterday may not have been one for the record books but we have the play. the most dramatic end to a college football game ever. this weekend marks the 30th anniversary. monte francis reports from uc berkeley campus with reminiscing

from key players. >> he's going to go into the end zone. >> it was 1982. cal was trailing stanford by one with four seconds to go in the game, stanford kicked off. the ball was lateraled from player to player and as cal neared the end zone the stanford band was on the field celebrating what it thought was a team victory. >> i didn't realize that when the clock ran down to zero that the ball was still alive and by the time i turned around to look at the field i saw this cal player in the end zone. >> that player was kevin. he scored winning the game for cal but not before knocking over a young trombone player. >> the bears have won! the bears have won! oh my god! >> it was two seconds of my life 30 years ago but sort of incredible thing is that probably every month of my life since then someone has asked me about that two seconds of my

education is a huge issue this election season and not just for parents but all taxpayers. if you turned on the television any time in the last couple months, you likely have seen ads for props 30 and 38. measures that would help prevent deep cuts to education through higher taxes. in this morning's reality check, sam brock looks at the ads and propaganda behind them.

>> for students and california's teacher, vote yes on 30. >> governor jerry brown's face has been a fixture on tv these days. they're trying to win over your vote for competing tax hike plans. prop 30 and prop 38 that claim to save education from the brink in the golden state. >> i've seen this one. >> reporter: dr. john elwood, budgetary expert under a professor at berkeley's goldman's school of public policy agreed to sit down with nbc bay area to vet the truthfulness of the ads. >> compared to other television ads, those ads are both relatively accurate. >> reporter: relatively accurate perhaps but he was able to poke some holes. let's start with prop 30 which predicts $6 billion in revenue a year to be used primarily for education by raising taxes on high income earners and the sales tax. >> 30 will restore funding for schools and colleges.

>> will strip accountability with money that can't be touched by politicians. >> reporter: the cuts are restorative in that the budget will cut 5 billion in k through 14 spending unless voters pass prop 30 and that's written in stone. >> it's a negative argument. this money will prevent those cuts because only if you give them these dollars will you not have these automatic cuts. >> reporter: to get to the heart of the issue, what about future years after this one? despite promises of prop 30 revenues must go to classrooms, elwood says there's nothing preventing california politicians from using the general fund money for other needs. >> you don't know in prop 30. what he says is trust me in my budget i will spend the money, you know, in the following way. legally it's not required. >> it's only going to be used

for schools. >> no one else is going to be able to do anything with that money. >> reporter: as for prop 38 which estimates some 10 billion a year for the next decade through a progressive income tax hike, the main selling point is that all of the money goes straight to the classroom. is that true? what about the money dedicated to addressing state education bonds or ious in the first few years? >> there the arguments get more convoluted. in effect, those bonds have to be paid back. interest on those bonds have to be paid back. so if you don't pay off the bonds, that money has to come from somewhere. >> that was sam brock reporting. we'll be right back.

we think that may be a tip-off as to who may win tonight's game. certainly an exciting one. thanks for joining us. i'm garvin thomas in for kris sanchez. meteorologist rob mayeda is here. important stuff not just the giants forecast, the raiders forecast, and important news about tomorrow morning's commute. >> san mateo bridge they are doing repairs too. that's through 5:00 tomorrow morning. we'll see perhaps rain coming in later on tonight. right now it's chilly outside. we don't have rain outside in terms of the forecast right now. it's cold. we have 40s and 50s. winds picking up through the afternoon. right now southeast winds in san jose. you can see clouds out there. these are mid and high level clouds. not rain producers just yet. those are getting the act together offshore. during the day we'll see increasing clouds. winds out of the south 60s to near 70-degree temperatures at best inland today. mid 60s around san francisco. by 4:00 or just after 4:30 first pitch time, looks like increasing clouds. wind picking up out of the south. if the game goes into extra

new this morning, a magnitude 5.3 earthquake rattled the central coast overnight felt widely up and down the state. the quake happened at 11:55 last night centered 16 miles east-northeast of king city. that's about 40 miles southeast of salinas. people reported feeling in the bay area. one viewer called in to say things were shaking and falling off bookshelves in willow glen neighborhood of san jose. people felt the quake as far south as los alamos. there are no reports of damage so far. an apparent suicide in the san francisco building forced more than a dozen people from their homes. the emergency responders reportedly found hazardous chemicals at the scene of powell and vallejo streets. it was in the unit where someone reportedly committed suicide. the fire department and hazmat

team worked to clear the chemicals. the red cross is helping people evacuated from the building. the area was also shut down to traffic. new this morning, san francisco police are trying to sort out a deadly discovery. a man in his 30s found shot to death inside a car. investigators found him near mission and 5th street. there have been no arrests. lanes are open on a stretch of highway 101 following a major collision. chp says multiple cars were involved in a crash along southbound highway 101 near tully road in san jose. happened around 12:45 this morning. investigators say at least one person suffered serious injuries. the cause of the accident is still being investigated. antioch police are investigating a shooting that left one man dead and a neighborhood rattled. the shooting happened just north of highway 4. officers responded to the call around 12:45 yesterday afternoon. when they arrived, they pronounced a 26-year-old antioch

since june, the 11 statewide ballot initiatives in california have received a staggering $336 million in contributions. at the present rate it's likely as much $500 million will be spent and collected by november 6th. what impact do they have on the democratic process? let's ask larry gerston. let me see. 500 million that's half a billion. >> amazing. >> this could add up to something. i understand for president. you hear numbers for president. why the money flows in there. why so much money with the initiatives. >> it's about policy making. there are two ways we make laws in california. the traditional conventional way. we know this. we read about this in civic classes. the other way we do it in this state and others is through ballot propositions on the

thorniest, thickest, ugliest issues that no one wants to talk about in sacramento. stay away. so advocates of various sides throw these things on the ballot. hard for us to understand as well. and tons of money go into or against these very, very important often poisonous ballot propositions. >> i can see in a way often people will support a candidate, a person thinking this person will be more favorable to more line of work or industry. when you get to the initiatives, it's good for this group and not that group. i can see where the real money pours in because someone who supports it and could see a benefit, they could see real material benefit from proposition when you are losing. >> most of us are unschooled about this stuff. it's helpful to see who is for or against those propositions because that helps us align our own values in how we're going to act. >> we're here to school it. thank you very much.

so which ones are capturing the most attention and most money? where is the money going these days? >> proposition 32. that's a big one. we've heard about that. it's the one that would ban official unions and corporations from collecting campaign contributions from the members. it's really sort of an anti-union thing if you strip away everything and get to the bottom of it. it's drawn $103.6 billion so far. predictably, corporations, unions lining up on the yes side. corporations lining up on the yes side. unions on the no side. it's a big thing. second largest not too far behind is idea of proposition 30. sam brock was talking about that. the temporary tax proposal by governor brown to save public education funding. both sides together have contributed 93.9 million. these are big bucks. we're not talking about coffee money here. education groups and unions on the yes side. anti-tax groups on the no side. large amounts of money for major propositions that could affect us all.

>> how is prop 32 polling? >> prop 32 polling shows it losing slightly. remember the rule of thumb. if something doesn't have well over 50% going in, chances are it's going to go down. they spent $60 million to try to defeat it. >> any other trends you look at with props this year? >> a couple things that sort of stand out that we haven't thought about before. two trends. first, individuals have put in huge amounts -- i've been watching this for a long time. when you see people put in money, millions of dollars, it really has an impact on what might happen. look at our leaderboard if we can call it that. molly munger, advocate for prop 38, $33 millions she's put in. that's almost the entire proposition. charles munger, oddly enough her brother, $23 million for proposition 32. tom steyer a hedge fund manager, 22 million. l of the funding for proposition 39.

then there's george joseph, insurance company executive. $16 million. almost all of the funding for proposition 33. sing ha single handedly individuals provided all of the funding for one side or the other. this has the impact and potential to affect impact of this proposition down at the end. >> only a couple seconds back. talk about the presidential debate tomorrow night. we've gone through two debates. top sick foreign policy. someone say not that exciting. give me a reason to watch. >> two major things pop out to me. the candidates must bring their a game. this time that is it. no sleeping if you are president obama. no. no. no. no major gaffes if your contender romney. binder full of women or libyan misstatement. there's no time for repairs after monday. you are talking two weeks. candidates have to be aggressive. not nasty but aggressive.

welcome back. high clouds out there this morning over the bay bridge toll plaza. beautiful sunrise moments earlier. we watch for clouds filling in. for raindrops just yet. by tonight into tomorrow, that's when things are really going to change. it's chilly outside. most of the bay area this morning waking up to mid 40s around the south bay. low 40s in the north bay. winds right now starting to pickup a little bit out of the south. the real wind will pick up probably towards tonight and early tomorrow as a cold front approaches the coast. we'll see winds out of the south 15 to 30 miles per hour. steadily turning more cloudy

through the day. winds through the afternoon and evening and tonight into monday morning, the main rain event arrives monday we'll see rain changing to showers for afternoon and some pretty chilly air that will drop snow levels starting off near 6,000 feet maybe as low as 5,000 feet by monday night. here are high clouds you see there. beautiful sunrise around the bay area. the rain producing clouds still offshore. probably another 12 hours or so away from starting to move in. we'll see through the day the clouds thickening up. less sunshine through the afternoon and evening and then rain starting off in the north bay spreading south for your monday morning commute and then maybe a mid afternoon break in terms of widespread rain. we'll change to scattered showers and then another band of rain comes in as we go into monday night and tuesday and one more beyond that as we head into wednesday and thursday. first 24 hours of rainfall some of the totals for the first storm we think closer to just over half inch to maybe an inch in some of the hills of the north bay. about a third of an inch around the peninsula and east bay. then noticeably less as you head

down to san jose. this is just the first wave into early tuesday morning again by the end of the week we could see maybe three to four inches of rain in the north bay and inch and a half around the central bay and maybe about an inch for san jose for five-day rain totals between monday and friday. first wave of snow in the sierra. snow levels dropping to 5,000 feet tomorrow means this is impressive. maybe a foot or two of snow coming in between now and early tuesday morning. this is an ideal pattern for getting a lot of snow in the sierra in winds come in out of the southwest. mid to upper 60s for highs around the south bay turning cloudy and breezy into the afternoon. warmest places inland close to 70 degrees. and then tonight, raindrops flying. we'll see temperatures dropping off. much cooler on monday. upper 50s to low 60s for highs. and then notice the chance of showers as we go into wednesday and thursday. i think once you get past wednesday system, things will be drying out. our main concern may be patchy fog heading toward next weekend warming up friday into next
